A native of Philadelphia, Biddle was a lawyer by training whose passion for art led him to abandon his original profession and travel the world to study and compose.
In 1928 he met Diego Rivera in Mexico and traveled with him during half a year. Ione Robinson suggests that she got a recommendation by Biddle in 1929 (for its part arranged by Max Eastman whom she knew already) which resulted in her assistance of Rivera in the National Palace paintings in Mexico City.
A former classmate of Franklin D. Roosevelt, Biddle promoted strongly government sponsored art project in the 1930s and took part in the formation of the Federal Art Projects FAP as initiator of the preceding Public Works of Art Projects PWAP of 1934 to 1935.
