«[…] Britton conceived two striking Orozcoesque designs, the first depicting the rise of monopoly in the oil industry in the period after the Civil War and the second showing how international conflict over oil could lead to war […]. Doubtless these designs went too far, and they were rejected in favour of a blander imagery of productive labour but, none the less. [Harold] Ickes was concerned to develop an iconographic programme throughout his new building that projected his interventionist view of the federal state.»
